The Guardians of Tomorrow are a continent-wide guild that tests citizens — primarily children — for aptitude with congruence.

Almost everyone on Aropria has some connection to congruence; what differs is aptitude and understanding. For most people that is not apparent until well into youth, which is when the Guardians call. The Congruence Aptitude Test is theirs, and it is how a gifted child is found.

They test adults too. A great many people on the frontier were never tested as children: they grew up somewhere the guild did not reach, or woke into the world already grown, as kin and Cryptum do. The guild keeps attendants for exactly that, and where a town's charter asks for one, a representative lives there and holds the test week to week. Hope's Reach is one such town.
